On 26 June 2014, the United Kingdom’s Department of Health (DoH) launched a consultation entitled Protecting Health and Care Information: A consultation on proposals to introduce new Regulations, the aim of which was to reach a better understanding of the security conditions necessary to guarantee the confidentiality of patient data when they are shared for medical, administrative or research purposes.

This is a relatively old debate in France but it was reignited recently in a report published by the Opendata Santé commission set up by the French Ministry of Health. The report proposed the creation of a database centralizing all the health data collected by public law entities, which would be called a National Medico-Administrative Data System (SNDMA, système national des données médico-administratives). Such a proposal had been approved by the French Ministry of Health and it appears already in the draft bill on public health.
